If you are getting roof work done in Bellevue, there is something worth knowing before you sign anything: Bellevue's rules are stricter than Omaha's, and most homeowners have no idea.

Bellevue is not on the same code as Omaha

This catches people out, including contractors who work mostly in Omaha and assume the rules travel.

What Bellevue actually requires

Bellevue has adopted the 2021 International Residential Code (Bellevue Municipal Code § 8-18.6). Omaha, Papillion and La Vista are still on the 2018 editions.

On roofing specifically: no permit is required for maintenance or repairs totalling one roofing square (100 square feet) or less, provided there is only one layer of existing roof covering. Any reroofing that exceeds one square requires a permit, and requires the entire roof to be brought up to current code.

Compare that to Omaha, where the permit threshold is two squares, or 200 square feet. Bellevue's trigger is half that, and it comes attached to a whole-roof code compliance requirement.

Why this matters to your wallet

It means a job that would be a straightforward patch in Omaha can become a permitted, bring-the-whole-roof-to-code project in Bellevue. That is not a contractor upselling you. That is the city code. But it is also exactly the kind of thing a contractor can claim when it is not true, so ask which section they are relying on.
